EUREKA- 2017 APPROVED WITH MODIFICATIONS ALLOWED IN ALL RESIDENTIAL ZONES, EVENTS PERMIT REQUIRED FOR DEVIATITION FROM PERSON LIMIT, STRICT PARKING REQUIREMENTS TO AVOID V.D.U. IMPACT ON PUBLIC ACCESS PARKING. MODIFICATION TO REQUIRE PROOF OF ON-SITE PARKING AS PART OF PERMIT PROCESS.

HOUMBOLDT COUNTY- 2005 ON-GOING DESIGNATE VACATION RENTALS AS AN ALLOWED USE IN MEDIUM AND LOW DENSITY RESIDENTIAL ZONES AS PART OF THE L.C.P. DENIED WITH MODIFICATIONS. MODIFICATIONS REQUIRED PARKING STANDARDS TO BE INCLUDED IN THE COASTAL ZONE LAND USE ORDINANCE, TO ENSURE PUBLIC DAY USE PARKING IS NOT IMPACTED. COUNTY HAS NOT ACCEPTED MODIFICATIONS.

SANTA CRUZ CO.- 2011 APPROVED MODIFICATIONS 2015 APPROVED BAN IN LIVE OAK AREA, NUMBER CAP IN SEACLIFF AND APTOS, PERCENT CAP IN OTHER AREAS.

SANTA CRUZ CITY- 2004, 2015, 2018-APPROVED MAXIMUM OF 250 THROUGHOUT THE CITY, 1 PER PARCEL, MAX. 2 PER OWNER, NON-TRANSFERRABLE, PROPOSING BAN ON NEW NON-HOSTED STVRS, RESULTS IN REDUCTION AS STRS SOLD

SAN LUIS OBISPO COUNTY- 2003 APPROVED, 2013 MODIFIED, APPROVED REGULATES DISTANCES BETWEEN STVRS, DIFFERENT AREAS HAVE DIFFERENT DISTANCES. NO ON-STREET PARKING ALLOWED. LIMIT OF 4 TENANCIES PER MONTH PISMO BEACH CITY- 2011 DENIED, 2018 APPROVED

2011 LCP AMENDMENT BANNING STRS IN ALL RESIDENTIAL AREAS. DENIED 2018 LCP AMENDMENT LIMITING STRS IN RESIDENTIAL AREAS TO PRIMARY RESIDENCES (MUST LIVE IN 183 DAYS PER YEAR) . NO RESTRICTIONS IN THE DOWNTOWN AREA OF TOWN. PASSED UNANIMOUSLY

SANTA BARBARA COUNTY- 2018- DENIED; PROPOSED BAN BUT COASTAL STAFF WOULD NOT AGREE. PROPOSED LCP AMENDEMENT TO ALLOW HOMESTAYS THROUGHOUT THE COUNTY, STRS ALLOWED ONLY IN THE MIRAMAR BEACH AREA. COASTAL STAFF RECOMMENDED APPROVAL WITH MODIFICATION THAT GUEST HOUSES ALLOW STRS. COMMISSION DENIED AMENDMENT WITH MODIFICATIONS. REASON WAS IT WAS TOO RESTRICTIVE ALLOWING STRS IN ONLY THE MIRAMAR BEACH AREA.

CARPENTERIA- 2016- APPROVED 3 TYPES OF PERMITS- FULL TIME STVR. (60 DAY/YEAR MIN.) PRIMARY RESIDENCE (59 DAY/YEAR MAX.) CREATED STVR OVERLAY ZONE WITH 4 DISTRICTS. EACH DISTRICT HAS DIFFERENT CAP ON THE NUMBER OF STVRS ALLOWED VENTURA- 7 NIGHT MINIMUM DURING THE SUMMER, 2 NIGHT MINIMUM WITH 1 TENANCY EVERY SEVEN DAYS FOR FALL WINTER AND SPRING. NUISCANCE RESPONSE PLAN REQUIRED.

MANHATTAN BEACH- 2015, 8/2018 APPROVED WITH MODIFICATIONS PASSED A BAN ON STRS IN 2015. 2016 SUBMITTED LCP AMENDMENT TO CERTIFY THE BAN BUT COASTAL STAFF WOULD NOT RECOMMEND APPROVAL, CITY WITHDREW AMENDMENT, BAN NOT IN EFFECT IN THE COASTAL ZONE OF MANHATTAN. 2018 CITY SUBMITS AMENDMENT TO LCP FOR THE DOWNTOWN SPECIFIC PLAN WHICH INCLUDES A BAN ON STRS IN RESIDENTIAL ZONES. THE COMMISSION DENIES AS SUBMITTED, PASSES WITH MODIFICATIONS WHICH INCLUDES NO BAN IN SINGLE FAMILY RESIDENTIAL BUT WILL ALLOW A BAN IN MULTI-FAMILY RESIDENTIAL. FINDING- MULTI-FAMILY PROVIDES THE MOST AFFORDABLE LONG TERM HOUSING OPTION.

NEWPORT BEACH- BAN IN RESIDENTIAL SINGLE FAMILY ZONES, ALLOWED IN MULTI-FAMILY. SINGLE FAMILY ZONES NORTH OF PACIFIC COAST HIGHWAY AWAY FROM BEACH AREAS.

LAGUNA BEACH- 2017 DENIED BAN IN ALL RESIDENTIAL ZONES. DENIED. DANA POINT- 2016 APPROVED ALLOWED IN ALL RESIDENTIAL ZONES. CITY COUNCIL RECENTLY VOTED TO BAN IN ALL RESIDENTIAL AREAS. HASN’T APPLIED FOR COASTAL COMMISSION AMENDMENT YET.

ENCINTAS- 2006- ONGOING ALLOWED IN ALL RESIDENTIAL ZONES WEST OF HIGHWAY 101. COASTAL COMMISSION MODIFICATIONS NOT ACCEPTED BY THE CITY DEL MAR- 2018 DENIED CITY PROPOSED 7 DAY MINIMUM, MAXIMUM OF 28 DAYS PER YEAR. COASTAL STAFF RECOMMENDED 3 DAY AND 180 DAYS MAX. /YEAR. COMMISSION APPROVED 3 DAY MIN. 100 DAYS MAX./ YEAR

SOLANA BEACH- 2012 7 DAY MINIMUM BASED ON VERY SPECIFIC FINDINGS RELATED TO SERVICES AVAILABLE.

IMPERIAL BEACH- 2004 APPROVED LIMITED TO COMMERCIAL AND MIXED USE ZONES BASED ON VERY SPECIFIC FINDINGS. ALL OF THE ABOVE REQUIRE PERMITS AND PERMIT REQUIREMENTS ARE SIMILAR. SANTA BARBARA, SANTA MONICA, MANHATTAN BEACH, HERMOSA BEACH ALL HAVE LETTERS FROM COASTAL COMMISSION THAT THEIR ORDINANCES BANNING STVRS MUST GET LCP AMENDMENTS OR COASTAL DEVELOPMENT PERMITS TO BE ENFORCEABLE. ALL ARE WORKING ON THEIR INITIAL LCPS.
