Here is my test to determine if we are making progress on this issue. We have some residents who are up before the crack of dawn, when it is still dark outside, and go for walks, to exercise and enjoy the sunrise.
I presume with minimal precautions, if you are white, then you don't think too much about being stopped and asked by the police what you are doing.
On the other hand, if you are one of our black neighbors, you might have second thoughts, for any number of reasons, about walking up and down courts and alleys at 4 am.
When the day comes that police do not look any differently at a black person walking Mission Beach before sunrise the same as they do a white person, and when the black neighbor feels as safe and secure as a white person out for a stroll, then we will be 80 percent there with the police issue.
